i just bought this off of ebay, it's listed as 1991, but the card has no year. does anyone know anything about these cards. i would like to get it crossed over, regardless of the grade, as i hate PRO grading. card looks nice, i just didn't know if they would grade the card since it's a police issued card.

That is the 1993 Dodgers Police card, listed as #20 by Beckett. Most likely PRO Grading had no idea and hence the ambiguity in the description on the grading slip.
Here is the description of the 1993 Dodgers Police card set, via Beckett: "This 30-card standard size set was sponsored by the Los Angeles Police Department, the L.A. Dodgers, and D.A.R.E. Other than the uniform numbers on front and back, the cards are unnumbered and checklisted below in alphabetical order."
