Surely this guy is trolling.
So I was bored and decided to sort Emmitt Smith cards on Ebay by highest price and this came up:

That card is neither rare or in demand. There is a gold parallel of it that is rarer but still doesn't command that price. This seller is either nuts are just messing with us.

I think that's reasonable because if Hartline had a card in that set, sellers would ask 6 figures plus so it's not entirely outrageous...

Haha, check out his other items up for bid. Some of them are even better. My guess is a pack searcher who was tired of getting $2 or less from the jersey cards he worked so hard and spent so much money trying to get in packs. Now he's looking for some suckers.
