You would send it to them in the BGS 9 case and write "minimum grade 9.5" next to it on the printout form. This tells the graders that they should only crack the card out of its current case if it grades a minimum of 9.5. 
If you're looking to sell it, be careful you don't raise your necessary asking price and minimize your profits by resubmitting too many times.
I appreciate Chicago players that begin competing within the city's sports organizations and stay with these teams throughout their careers.
