Quick question. Ran across some listings on Ebay that say item is graded BGS 9.5 in item description. However the photo shows an ungraded card and does not state in description that it is a generic photo. Should I report this to Ebay.

I don't know that I would involve ebay. You might send the seller a note telling him the pic and description don't match.
It does no good to get on the right track if you are headed in the wrong direction.
