That is a Broder style card. Broder cards were essentially unlicensed cards that anyone and everyone was making in the early 90s. They weren't necessarily made by a specific company, as many individuals literally printed handfuls out as giveaways at card shows or as "exclusives" only available at their shop or table at a card show. They usually sold for $1-$5 back than and not much has changed in terms of their selling price, as they still sell for $1-$5.
Collecting John Stockton, Karl Malone, Ivan Rodriguez, Gary Carter & UF player rookie year cards. Plus Jedd Gyorko rookie and prospect cards.

Yes, that is indeed one of the gazillion "broders". A generic term used back in the late 80's to mid 90's for all those worthless homemade cards.
