2015 buybacks
Do they have any book value? If so how/where do you find value.

Assuming you mean the cannon fodder stamped ones, no... I had a few that were in good condition and sat on my comc account for over a year at .74

Are those raggedy vintage stamped inserts considered "buybacks"?
If this is what the question was about in the OP it has been brought up many times in these forums. The general consensus seems to be to list them as the original card but inform and potential traders that they are stamped.

I pulled a 1966 topps Joe Christopher Red Sox card. Oldest buyback I have pulled so far and besides being off center which was common back then it's in perfect shape.
