if not collusion (and yes, we know what it means), perhaps "scratching each other's back" or "indifferent to the fraud that is going on, and support each other in their time of need"

but if you read the link, a lot of folks either are knowingly funneling bad stuff through the system, with each company either giving support directly or indirectly, or they are willfully ignorant, and not putting the correct checks and balances in place. considering how many companies are involved, the amount of massive incompetence at every stage would be absolutely staggering

Topps has been saying that sort of thing for a while - it almost seems like an admission on their part that they know that most collectors think that RPS stuff is close to worthless anyway.

I'm fully in favor of completely getting rid of the "jersey" cards all together - they simply are not trustworthy, there are too many of them, and there have been too many cases where even "game used memorabilia" from official channels has turned out to be fake.
