Those friggin 1994 Dufex cards come to mind when it comes to describe a foil card.

I actually mailed in this same question to Beckett Football Card Monthly back in 1999 and they answered it in the magazine. I have the magazine here somewhere, but I don't have a scan and it would take a while to find it/scan it/upload it. Basically, all the answers here are correct. If it isn't an all-over foil card, it is the base card.
