Question about sub-grades

Question about sub-grades
I recently saw a BGS card with sub grades of 9, 9, 9, and 6, for an overall grade of 6.5.
Shouldn't the overall grade be a 7? Isn't it one full grade above the lowest sub grade if the other three grades are at least two grades higher than the lowest? Hope that makes sense.

FYI the 6 sub grade was corners, don't think it matters though.

Any help would be appreciated.

It depends on what the key subgrade is for a particular issue (the card and year). Looks like Corners was the key subgrade for that particular issue.
