I thought Ryan Howard would have a chance considering he was averaging nearly 50 HRs a year for 4 years from 2006-2009, but he dropped off since then.
While the average of 38 HRs a season for 20 years seems crazy, it is even crazier to consider what a player has to hit each year to get that average. Most great power hitters will have a peak and play near their top for a decade, and then degrade slowly from there.

Here is a rundown of how a 20 year career would have to go in order to get to the HR record:
10 seasons averaging 45 HRs = 450
With a degrade of 5% every year means the following break down
year 11 = 41 HRs, 491 total
year 12 = 39 HRs, 530 total
year 13 = 37 HRs, 567 total
year 14 = 35 HRs, 602 total
year 15 = 33 HRs, 635 total
year 16 = 31 HRs, 666 total
year 17 = 29 HRs, 695 total
year 18 = 27 HRs, 722 total
year 19 = 26 HRs, 748 total
year 20 = 25 HRs, 773 total
You can obviously move the years around a little bit but this gives an idea as to what would have to happen. Alternatively a player could hit 60-70 HRs a year and get there much quicker, but being able to maintain that many HRs each year would definitely make people 2nd guess their cleanliness.
