I saw he logged in recently, but I can't send him a message or even send him a trade. He has about 300 RC's I need so I would really like to let him know to contact me. Any help would be appreciated.

just start a trade with him, and he will most likely get a notification. send a message in the trade

Doesn't work because he doesn't have an address on file so it won't let me send a trade offer. Will try to send a message.
