The black-bordered cards are exclusive to Target in the 3-pack hanger packs. This is the 3rd year that I know of where they have offered this parallel set. (I have complete 2011 and 2012 Target Black sets).

In 2011 & 2012, the black-bordered cards paralleled the Heritage Chrome set using the Chrome card numbers. This year, the cards use numbers from the base / short prints. While I don't have a complete checklist, it looks like the Target Black set includes the same players from the Chrome set.

I can confirm the following card numbers in 2013 Target Black:

I'm almost 100% positive there are 100 of them and its the same checklist as the Chrome cards.
