1996-97 Topps Finest Mark Jackson question
How do I know if this is a regular card or a refractor?

Well if you had a refractor you would probably know, but based on your photo I don't think you do. But if it was it would be rainbow/prism like when held it in the light. Your other option is to turn the card over and look by the card number. It will say refractor.

I thought maybe because of the peeling it was a refractor...didn't realize all of them had that peeling...

The Refractors on 1996-97 Finest have the word REFRACTOR on the back near the card number.
