I think custom as well. I remember at one time there were actually ads in Tuff Stuff and White Guide to Collecting Figures for guys that would make anyone you wanted via mail-order. Kenner tried putting them out of business claiming they were knock-offs or copycats.

Cool. That is a nice custom. Looks like an old Nascar figure repainted.
