Yeah the passport thing is not true but you do need some sort of id to get on base (U.S./Japanese drivers license, Japanese green card or some sort of photo id). It dependes on the base security department on what type of id(s) you need. I have signed on Japanese friends down here before and they just used thier drivers license to get on Kadena AFB down here no problem. Your friend, does he have a dependent id? If so he can sign you on. If not you would have to go through his dad for that.

I honestly don't know. I'm sure that his dad at least has one though since some of his other friends have been allowed to enter at one point or another.
