My guess would be that he paid for it online at home and printed a label and it weighed more than what he put on the label...a good friend of mine works at the post office and he said that sometimes they do that or they will return it to sender

If you do alot of trading and wisely print labels from home to save money and time, get a postal scale. They are on Ebay for around $15 and well worth it!
