Topps has to decide on RCs to print. Prospects that do not make the team or move up and down may not get a Topps Reg RC until they are established. In Romo's case, his prospect cards were the only cards I could get except a team card or giveaway card.
It was a bad decision for Topps not to include him in the regular set with these stats
5 Yrs games appeared 276

I mean in 2010 he had appeared in over 100 ML games..

So, Topps execs had to decide who to put in the 2011 reg set and Romo did not make the cut..now it appears that was a bad decision as they included players no longer in the ML...

On the flip side, there must be 100s of players like Romo throughout the years that did not make the 330/660 player cut until they were obviously a star on the team and had a "1st" reg card 2-3 years later..

That is why I miss Donruss/Upper Deck..they may have had a RC for Romo in 2010/2011 for sure

Now...can we think of several...anyone??

Has the "rookie card rules" from 2006 helped the hobby, or created more confusion?

Seems like it's making more confusion.

2005 Bowman Chrome Ryan Braun = rookie card (debut in 2007)
2006 Bowman Chrome Evan Longoria = not rookie card (debut in 2008)
