Because he is shilling the BIN's. He builds a sale history and then sells if for that price range at an actual auction. He has had 2 claims on that card and I bet he filed them all on himself with another account. after he listed the BIN for $2200.
If I file a claim... the auction I filed the claim on, still becomes a sale history for that item on ebay without charging anyone fees when it relists again for free. He can say it was deadbeat bidder and some people believe that and think that "hey someone paid that much", to get the price that high... when the seller did that buying or had someone do it for them. The $2200 sales never really happend. The auction went a little high and probably because others thought the $2200 were real sales. MY PHOTOBUCKET LOOKING FOR....
