They book high because they were a super tough pull - Some ridiculous insertion rate - maybe 1 per case.

I can't find the insertion ratio online - but 2000 and 2001 was ridiculously tough.

Found it - 1:140 jumbo packs. Only 12 packs per box.

They were THE FIRST cards ever signed by the players in their NFL uniform. There's probably 50- 100 of these made.
Topps used a printer on site at the Rookie Premier to create the cards. Although fakes of every year exist, by 2007 the technology was readily available for anyone to afford, so a lot of people made their own copies and peddled the fakes. Topps changed the design in 2009 to counter the potential fakes with a more intricate background, but in 2010 they decided to just serial number them. Topps claimed 2007 sheets were stolen on site, but they would not have made that many sheets at the time.
To add to the confusion, there's also Player Issued cards that were given directly to the players to give to family members and trade among themselves at the Premier.
All the confusion over the years has caused people to lose interest in the set. As they use to be MUCH, MUCH more desirable. I hope the set makes a rebound, because its very cool.
