Topps Ser. 2 Rod Barajas confusion cleared up

How can it be an UER when the real Barajas card exists with the proper number, as does the card that is supposed to be #395? Wouldn't that make it a corrected error? Just not a very rare one?

I suppose it's largely semantics anyway, as even if it is considered an error, that in and of itself doesn't make a card valuable.
