I had a situation recently where a trader sent his end with insufficient postage. Although I received a postcard notification from the PO, but since he didn't do DC, there was no way for me to fix it online. Because I commute 160+ miles to work each day, I couldn't make it to my local PO for more than a week to pay the $1.22 still owed. (I even tried leaving $2 cash for the mail lady)
In any event, I'm glad you got the card in the end. You'be got plenty of grounds to leave the guy negative feedback, but it's surprising that he's received 1,000+ positive feedback. Usually my play is to leave lukewarm positive feedback. ("After a few false starts the card finally arrived in its PWE. Thanks for your efforts")
