I have seen some of these on eBay but have not been able to find them in the price guide. Are they worth buying and are they gradable?

The 1969 deckle cards are much more plentiful and carry far less value than the 1974 cards do. The 69 cards were inserts in the regular issue topps baseball. The 1974 Deckle set was a test issue with separate packaging from the regular topps set of that year.
Worth buying? Depends on your personal preference. I like my 1969 Deckle set - certainly a different set. I got it because it was fairly inexpensive at the time and I was trying to buy older irregular complete sets.
