I believe this is a HTF Insert from the 1998 Donruss Gallery Baseball. Only One Gallery of Heroes per Box

The inserts that usually sell for over book value are the ones that had odds greater than 1 per box (i.e. 1 per every few boxes or 1 per case), especially if the insert set had lots of cards in it. Keep in mind particular cards from a set with 5 cards in it that has odds of 1 in 5 boxes are easier to find than particular cards from a set with 30 cards in it that has odds of 1 per box. Typically the cards that are most desired are ones with the highest odds per particular card.
