Dumb PSA grading question

Dumb PSA grading question
I saw a card that was PSA 8 (OC). I had always thought that it basically meant "would have graded higher but is OC". The card I saw, however, is so far OC, there is no way it should get anywhere close to an 8. (1976 Walter Payton RC)

What exactly does it mean when it is qualified as OC? Maybe PSA was just asleep at the wheel, and gave it way too high of a grade? And if that got an 8, I am pretty pumped to send mine in. Sharper corners and the centering is 60/40 at worst, I am thinking I may grade out at a 9+.

The OC is a qualifier. Meaning it is sooo far out of whack they basically threw it out of the grading process. The card grades an 8 without taking centering into consideration. OC qualified cards usually sell for about half of what a reg card sells for.
