Can someone tell me what a master set is?

The term master set came into usage when topps heritage hit. Around the year 2000 and 2001 the card companies started making parts of sets hard to pull than the rest, these cards were called short prints. A master set is usually one of every card, even the rare ones. In topps heritage this includes all the base cards, short prints and insert sets. More recently it has included all possible cards except super rare cards like 1/1's and printing plates......but includes autographs and game used...etc.
