Ebay COA question...

Ebay COA question...
I am not sure if this is automatic for new ebay sellers up to a certain point, but whenever I attempt to place a bid on an auto card they are selling a Certificate of authority page pops up asking and telling the buyer to inquire imformation on the item. Is this standard protocol for all new ebay sellers or do they do this on suspcion of them selling fake autos? Any help would be appreciated thanks!

Pops up for everyone pretty much to inform you to research before you buy as there's a ton of fakes floating around out there.
