I have a 1995 topps thurman thomas card that is cut off at the top with ridges from the factory sealing. I have an original card just like it. Is the value of the cut card more valuable because of this? Or is the value the same or decreased?

It is technically a damaged card. It would be treated that way by most collectors. So it most likely has less value than your 'original card'.
