I just picked up a couple of old 1997 Donruss Hobby box and noticed something very interesting.

Each and every Press Proof inserts I find are the first of the lot in serial numbers:

I believe there was a time that some products were all 1 of's. They didn't number the subset cards. The cards were limited to x many copies and what we received were 1 of the 2000 cards etc.

I would have to agree with the above response. There was a time where a good portion of the parallel cards were all 1 of xxxx. Things are better these days where the actually number ever card but the odd set you will still see the old numbering system. Between the Pipes Masks comes to my mind where this is similar.
