I done some research, if you take the clues it is actually pretty easy to find out, if you have the OPG.  I was only 10 in 1990, so there is no way I would of remembered that.

Now youre putting the clues together and thinking...Its not right but you still have two guesses.
Pro Sets prizes were not issued in packs, like these were. The Pro Set Contests were not actual cards pulled from packs. In this instance, the pulled card was redeemable for the prize, as opposed to the Pro Set scenario where the contest resulted in the card.

ADDITIONAL MAJOR HINTS::
The year is 1990...
The card pulled was redeemable for a major, major, valuable prize. Thus the scarcity.
There were other cards that were significantly short printed that were redeemable for prizes.

I knew it from research and personally having lived it...lol. Then just realizing last week that only one grand prize existed, which was a card.

I have only seen one prize winner available for sale, the $5 prize card of Andre Tippett...of which 990 were made...in 1990...and required being redeemed to get the measly $5...so good luck finding more than 20 of those around.
