I have been making banners for people and realize that it takes up alotof time and i think i need to put a price tag on them just to lower therequests....I had over 70 requests at one time...thats a TON ofwork...i think $10 bucks Paypal is fair...If you would like a bannerLMK....i would be happy to make you one for you for Paypal fee

I'm not a mod, so I couldn't say what the rules about this kind of offer are, and although I wouldn't say that it's inappropriate, I will say that we've got a great member on the hockey board (Los The Don) that essentially does banners for free (accepts donations, but doesn't outwardly request anything.)
