Guys this is what he stated to Paypal. He refused the refund and stated this on the disputes page.
"I mailed the product with insurance for more than the buyer paid for the item. When I mailed the item priority mail with delivery conformation and insurance the Product was inside the envelope and was exactly as described. I had told the buyer prior to buying the item I did not accept returns and provided a clear picture of the item. If the us postal service has made a mistake the buyer needs to file a claim with them."
He never of course stated no returns nor did he provide a scan. He sent a lousy pic though and said it was from a friends phone at work. The more I post the stupider I feel. Even with all the feedback the guys red flags were every where.
