The new option is called First class package. The reason it is not available on Paypal is paypal can only offer what the PO offers only and first class package is not available on their website either. The reason for this is if a package-- even priority flat rate ones -- way more than 13 ounces they have to go through an agent to be shipped.

this isnt even remotely true

i send out 10 packages a day minimum. since monday, i have sent out 8 packages weighing 2 pounds or more...all done by carrier pickup or dropped in a box

also, the new parcel post is called Parcel Select (for businesses) or Standard Post

first class has always been first class, and is available in paypal

as of now, paypal hasnt added parcel select or standard post
