DAVID PEARSON The best driver ever according to petty and the numbers

Is it limited to just drivers/car owners/team members? I saw the criteria and voting and everything but am still confused. Here is my top 5 for the inaugural class in no particular order:
Bill France Sr. - pioneer
Bill France Jr. - pioneer
Dale Earnhardt - driver
Richard Petty - driver
Junior Johnson - driver/car owner
I think that the first class should have 10 members inducted though....5 drivers and then 5 others that contributed to the sport.
