your power level is high and that can cause slow speeds. I didn't see your signal strenth is usually says Downstream Power and that should be between +8 to -8.
Sorry Yeah I see it its at +3. Its just a guess but it might be in the main line too because that is weird you can only get on after a certain time. sorry I can't help to much.

You gotta make sure you cable is being split alot from the ground block to your modem. The more splitters you have the worse. The tech should look at that and if it is in the main line thats a whole nother issue.
